--doing 4 postcards per page--it will print the same name/address on all four
cards. It will not take my address list and do a different address for each
card.--

Use the Avery US Letter template postcards (8383, landscape is good, all
postcards are the same). After you complete step two in the Mail Merge, go to
File, Print Merge, be certain you select "multiple pages per sheet" on this
screen. There is a print preview on this screen.

Is there a Publisher 2007 update to take care of this problem?

I don't think this is a problem. The mail merge works the way it should, you
just have to be sure you have multiple pages per sheet selected.
If you setup your postcards in the advanced you see on the right in the page
setup you wouldn't need to worry about multiple copies per sheet.
Page:
5.5 width
4.25 height
Layout type
Multiple pages per sheet
Target sheet size: Custom
Sheet width 11
Sheet height 8.5
side margin zero
top margin zero
no gaps

Selecting the Avery template is easier, but you do have to select the multiple
copies per sheet.

Publisher mail merge simply does not work properly. I am unable to get 4-up
postcards to print with unque name/addresses. Every option available was
tried and nothing works. File/print or print from option menu on left.
Select multiple copies or multiple pages both produce the same results. The
Post Cards print perfectly 4-up on one side of the sheet but the
name/addreses are not unique on the other side of the page.

If you say Publisher works then please provide me with a clear explanation
on how you are getting 4-up postacrds to duplex print with unique
name/addresses using a comma delimited file as the data source?.

Thanks.

Duplexing n-up mail merge has always been an adventure. The suggestion
normally has been to create two separate files; one for the front and
one for the back.
