Merging *.htm file

Can FrontPage be used to merge multiple *.htm files into a single file
including all pictures. If not, is there a program running under Windows XP
Home which can do this.
Quite a number of web sites separate tutorials into many pages with links
to successive pages which do not work unless one is connected to the
Internet.
