Modify Background Image

I am attempting to tone down a background picture to a table, using the
"Picture" toolbar. However, the buttons on the toolbar are "grayed out" and
unresponsive. How can I activate them?.

Make sure the "compatibility" options are set correctly (this is to do with
browser types/versions).

I were you I'd avoid the "picture" tools and edit the image in a proper
image editor as the Picture tools seem to be more an IE only thing, so
whatever you do with the Picture options in FP may not be effective across
the range of browsers available.

What exactly do you mean by "tone down" ?

Use a third party image editor to washout the bg image, then re-Import the
image back into FP.

Check Tools, Page Options, Authoring and make sure all the boxes are checked
and the drop downs are set to custom. That said, I prefer to do any image
editing in my graphics program (ex: PhotoShop or PaintShop Pro) and then
import it into the web.
