Navigation Bar

I have a web site that uses long pages. Is there a way to have the
navigation bar follow or float with the page as the user moves downward?

Yes. It's not worth the trouble, though, in my opinion. It would be much
better to add a "back to top" named anchor (called a 'bookmark' in FP for
some strange reason!) or two to the body 8).
