Are you talking about the Product Key that's printed on the back of your CD
case?

If that was invalid, you would not be able to run Publisher at all.

40 times suggests that you do not have an activation code.

Run the activation wizard, found under Help > Activate Product...

If it fails to activate online, then use the phone activation option, and
speak to an operator there.
