New User... Open New is Grayed out

I jsut installed the trial version of FP2003 and am running office 2000
standard. The File NEW is grayed out so i cant even start a new web page.
any ideas?

Do you have the Getting Started Task Pane over on the right? At the bottom,
it says Create a new page or site.
