No information on Folders/Reports/Navigation etc

Can anybody help.
When I open my web page in Frontpage (V2002) and go to Reports, Navigation,
Hyperlinks etc all I get is a blank page with a typical message. "When a web
is open, this view lets you organisze it.
Why are these pages blank. I wish to view my Hyperlinks and folders etc.,

Do you have a web open and not just a single page??

Launch FrontPage and then click File > Open Web and when the web is open then check the reports.
