Non-Standard Task Start Times

The default start time for tasks is 8am in MS Project. Most people do
not change this setting. However, some IMSs I've seen have this
strange situation where the task would start at 5pm of the previous
day rather than 8am of the following day.

Is there a reason or reasons why this happens?
