Not Seeing resources when building project team

First here is the setup - I have 5 people and all are in a different
organization in my RBS. All 5 people are in the Project manager group.
I have Person A from one organization building a project plan, when they go
to build team from enterprise resource pool they see no resources. I thought
you would see all 5 resources. What am I doing wrong?
