Office 2000 Access will not load

Had to restore my HP. When I reinstalled my Office 2000,
everything loaded except my Access. A notice come's up
that says. "Microsoft Access can't start because there is
no licence for it on this machine.". I have used this
program for over a year, why will it not work now. If
anyone can help me I would really apprecate it. BJ
