Office 2000 re-install on entry

When one of my users uses office 2000 for the first time on a computer,
office starts to configure and install office on that computer. This MUST
stop.

I have users with roaming profiles. These users use computers all over the
campus. These users use many of the programs of Office 2000. How can I, as
administrator, install Office 2000 and have every one of these users use
office 2000 on every computer and NOT HAVE TO INSERT THE OFFICE INSTALLATION
CD every first time a user uses an office 2000 program on a particular
computer.

NO, I can NOT go to each computer, sign on as each user and configure Office
and/or change the registry for each user.
