Office 2000 SR-1 update will not run

In attempting to run this update on a new installation of office 2k (itself on a machine with a fresh install of windows 2000) I get the following error (in Office 2000 SR-1 Setup(0001)_MsiExec.txt)

MSI (c) (2C:C0): Failed to connect to server. Error: 0x8004015

The code "2C:C0" changes from execution to execution, but the error code does not
I have, variously, tried just re-running the downloaded setup, re-downloading the 27Mb patch file, and re-downloading the 166k o2ksr1a.exe file. All ultimately lead to the same results.

Tried any number of other things, the solution turns out to be

Start->Run->cm

type in "msiexec /regserver

rerun the update. proceeds from there normally.
