Office Files Missing Icon

When we click on File...Open in any Office product the file is missing the
corresponding icon. Such as the .doc file is missing the big blue W. If we
try to open the file, it does open correctly.

When browsing through Windows Explorer or My Computer it shows correctly so,
this isn't a windows file association problem.

This version of Office is running on a Windows 2000 Terminal Server with
multiple users.

Any suggestions?
