I am unable to open a .pst file from my previous hard
drive The error message says that the file may not
exist,i may not have permission to open it or it may be
used by another program. Please help, I need these old
email messages.

Is the file on the hard drive (not CD) and is the read-only check mark
removed? If yes, then reboot to release all instances of the .pst and try
to access it again with Outlook closed.
