Openning Db Triggers Windows INstall

2 queations, please.
I needed to reinstall Vista Home Premium and then AC 2007.

1) When I open my DB Windows installer opens and configures AC 2007.
How might I prevent this.

2) I'm trying to open the db from the new start menu but I haven't had any
luck.
I created a shortcut of msaccess.exe and pinned it to the start menu. But
from
there I'm not sure of the command line. Do I need quotes around the entire
line
including the path to the db??
