Outlining and Formatting Problem

I am having a problem with MS Word outlining and formatting changes.

I often use the CTRL key to select multiple words or phrases in my
outline, and then apply formatting (such as bold, italics, underline)
to all of those phrases or words simultaneously. If I then go back
and select all of the text and change the outline level, all of this
formatting is erased. However, all text that I formatted individually
(i.e., without using the CTRL key) stays formatted.

Any suggestions?
