Outlook 2000 Missing Commands

I am not sure what happened to my Outlook but after the
power flickered and I restarted my computer the Outlook is
now missing commands from the Standard Toolbar. I cannot
add buttons because they are not there. And when I reset
it, nothing happens. Please help. The only commads that
are showing are the Contact Search and the Help button.
