Outlook 2000 - not sending attachments

I have a problem on one P.C. that does not send
attachments, I have even reinstalled office to the default
settings and still no luck.
It attaches the files and shows in the sent items folder
with the attachment still there, but still no joy, I don't
get any error messages, I would appreciate feedback as I
have to sort the problem out.

Are the recipients of the attachment-less messages also using Outlook, or
are they using some other e-mail program?
