Outlook 2002 Default email folders

I have a user which logs onto the network with a different username. I have
setup Outlook 2002 with all of her information. After setting up user on
Outlook 2002 I get the error "Unable to open your default email folders. You
do not have permission to log on." This is a new user, they do not have an
existing mailbox. I have tried to set up a new profile with no luck. Same
error. I have tried to uninstall and reinstall the whole Office Suite-No
luck. I tried Detect and Repair-No luck. I've tried to use either the
Personal Folders or the Mailbox-No luck. The user can log onto the computer
with her username and get to the email. This should not be right. As long as
the user is set up in Outlook, their email should work. It has worked on this
computer before, for a previous person. We are using an Exchange Server for
our email. We have never had this problem before. We have over 600 employees
and this is first time this happened. If anyone can help, I'd be most
appreciative.
