Outlook 2002 "options" window display size problem

I am currently using Outlook 2002 that came with my Delll Inspiron 5100.
When I go to the "options" window to configure the email options the window
does not open up all the way and i have no way to get to all of the
preference buttons. Also the font seems to be unusually large and bold. I
have tried changing the display settings and nothing seems to change in
Outlook. The other windows and fonts seem ok in Outlook. All my updates and
service packs are up to date except for XP SP2, I have XP SP1 installed. I
am running XP Home.
