Outlook 2002 Send/Receive does nothing

Outlook 2002 Send/Receive does nothing. Clicking with a
msg in OUTBOX flickers quickly. EXITING Outlook causes
Send/Receive box to appear; no activity until I click on
CANCEL ALL. Email Accounts- TestEmailSettings... works
fine!
