Outlook 97 Shortcut Bar not opening by default

After installing Outlook 97 on an XP workstation, the
Outlook bar will not open during program startup. You
can open the Outlook Barfrom the view menu, but when you
shut down Outlook and I reopen the progrm the bar does
not open. How can you set that view as a default?
