Outlook blocks access to received file

Hello,
I'm sure there is a simple fix...but I can't find it.
I had someone send me a .vb file (which I asked for) and
Outlook has blocked access to it.
I know how to fix this in previous versions, but I'm
running 2003, and can't find where to change this setting.
