My wife's computer died, where she was using outlook
express.
Can I set up a secondary account or user name on my
outlook or should I set her up on outlook express on my
computer which is currently unused.
If latter applies, how do I proceed?
Thanks for help and advice.

You can do either. If she's enamored of OE, then by all means, set up OE on
your computer for her to use. If you have Windows XP, just give her a
separate account on your PC. If you prefer, you can also create another
Outlook mail profile and let her use that. You don't need separate Windows
accounts in that case (although it wouldn't hurt).
