Outlook in bottom program list

Hello,

I am running Windows XP Pro. I am also running Outlook 2003. When I close
Outlook there is STILL an icon in the bottom right corner showing Outlook.

I am unable to reopen Outlook unless I restart my computer.

Can someone please tell me how to fix this problem.
