outlook personal folder backup tool doesn't run

I am running the above on Outlook 2007 SP2 on Windows 7 RC with all patches.

Very occasionally, the backup will run as scheduled when I close Outlook.
Most of the time it doesn't run at all.

I have also had this problem with Outlook 2003 on Vista and XP.

The backup will not run if Outlook has failed to close properly
ie is no longer a 'running process'

I always close it in the same way with the close gadget in the top right
corner. Sometimes the backup will run, but most times it doesn't.
