Outlook will not send emails out that are in the outbox

I am having serious problems with my Microsoft Outlook.
Basically I was trying to setup a new email account and I
did this in Office Express. (I already had one account set
up in Microsoft Office) After I did this Outlook Express
would not work at all and Outlook will not allow me to
send messages that are moved into the Outbox. Also the
help in Microsoft Outlook will not come up. I have a PDA
syncronized with outlook. However, it has been hooked up
for months and has not caused me problems. I am
considering reinstalling outlook. However, I do not know
how to save all my old emails and contacts. I can't lose
these emails. Any help would be greatly appreciated.
