Outlook won;t check for new messages when it starts up

How do I make Outlook 2000 check for new messages when it starts up? I have
a W2K machine that does this correctly, but now on the Windows 98 machine.
I have made sure to set it to LAN connection type. And I have it set to
check mal every 5 minutes, which works once it's started up.
