It's down to the period over which the application checks for
over-allocations.
If you look at the levelling dialogue, then you will see that the
application can be made to check on a week-by-week basis or
month-by-month and so on.
The symbol means that for a given week/month (or whatever period you
have selected), the resource is working more hours than are available.
The red highlighting without the symbol means (as Jan has pointed out)
that within the selected interval, the resource's work does not exceed
that which is possible, but that for smaller intervals, there is a
conflict (so more work is allocated than can be achieved in a week for
example, but over the month the work is achievable).
If you change the period in the dialogue I refer to above, you will see
that the symbols change.
