page being viewed isn't right

I'm using front page 2000 and can't figure out why when I create my page and look at it in normal it's fine but when I look at it in Preview or on the web it's wrong. First the marquee will go from the size 7 to size 1. I have my thumbnails at the bottom of the page with full size graphics and text at the top, but in preview the thumbnails are moved up and overthe full size graphics. Any text has also move to the top of the page over the full sized graphics and the no where near the graphics it's labling. What am I doing wrong?
