Page Properties workgroup categories will not update

When I try to change the workgroup categories under page properties, it will
change and then I save the page. When I call up the page again, the
workgroup categories do not reflect the changes I made. What is the
problem. I have FP2003.

try tools/ site settings/ advanced, and check the "delete temporary files",
then tools/ recalculate hyperlinks, then re-try your change.
