Placing drawing object or pictures moves other pictures

In my class we can have a 2 page notecard for tests. What I do is scan
pictures out of my book, crop them in MS Picture Manager, minimize them, and
then copy them into Word.

The problem is that I have a bunch of images set up where I want them - when
I add another image it pushes other images off the pages or it gets them all
out of whack. How do I keep the pictures in one spot once they are set?

One more thing, once I get the picture into Word I do the Wrap Edit Boundary
so I can move the pictures anywhere - not sure if that matters.
