Plain text v. NOT plain text

When I send an email to Bill, and he replies, I see the formatting that I had
put in my original still intact.
When Mark sends me an email, it has formatting (bold, font size, etc).
When I send an email to Mark, what he receives has no formatting; it is
plain text.

How can I make it so that Mark gets my formatting?

Mark is on the intranet I am on, Bill is not.

I am using Outlook 2000.

Is Mark in your Contacts folder? If so, open his record, double-click the
email address, and see if there is an "Internet format" drop-down. If so,
what does it say?
