With only one of my Windows users, I cannot recieve mail
into more than one POP account, nor can I use
the "accounts" button when sending an email without a
fatal error happening.

Though I can create many pop accounts, Outlook will not
allow the default to be changed.

Has this happened to anyone else?

What version of Outlook are you using?
What is the exact error you get and is there something logged to the Event
Viewer?
