PowerPoint: Video and Text

Is there any way I can combine a video clip (on one side of slide) and
a scrolling text message "credits" (on the other side) using
Powerpoint?

I can't see why not.

I guess the trick would be to tell powerpoint to "continue playing" the video.

So long as you don't try to put text over the video clip all should be well
