Prevent Access to Word and Excel for certain users

I am running Win2K with Active Directory and Group
Policies. I am attempting to prevent specific users from
opening Word & Excel files. Has anyone got any ideas? I
can remove the actual programs but if users are emailed an
office document they can still open it.
