Printed Page not alligned the same as on screen page

Thank you in advance for any assistance that can be offered.

I am trying to print a document on Super B (13X19") paper using an HP
DesignJet 90. The problem I'm having is that if everything is centered
according to the page on my publisher screen, the print on the printed page
is misalligned. Everything is pulled closer to the top and right side of the
document (into the non-printable regions). I checked and this mis allignment
is noticed in the print preview as well. If I want a centered document to be
printed out, I need to leave a big gap (about 1/4") on the right side of the
page (moving all the text and graphics to the left on the screen, and almost
of the right side of the page) and another gap on the page bottom (pulling
all the information to the top).

This thing has me baffled. One strang thing that may be associated: My
printer can print 18" in width, but my paper is 19" X 13" therefore I am
feeding it in on the 13" side. One would presume I would need to print this
document in "portrait" however, I needed to select landscape in the page set
up for it to print corectly.

I would really like to have the document centered on both the screen page
and the printed page (what you see on the screen is what you get in print).
