Problem with Enterprise Task Outline Code

Does inserting new codes (5 or 6 new ones) at the end of
existing List of values/codes in Enterprise Task Outline
Code (say ETOC 2) update the links in the task in the
project. What I am seeing is that the values in cube
tables do not correspond to what are assigned to the task
in the project. The ETOC is a single level outline code

Should we always use "Insert Row" to insert new values
alphabetically rather than add them to the end and PS
figure out their addition automatically.

I want to add tha the Cube data (in Portfolio analyzer)
and project data in Project Pro does not match as well.
