Problem with SHARING files in PUBLIC FOLDERS

I'm having an issue with sharing a file in our public folders. I placed an
Excel file in a folder in public folder and given aprox 12 users owner
permissions so they can enter in information. The problem is that if more
than one user has the file open at the same time, only the last person to
save and close the files information gets save. In otherwords, it overrides
the other users entries.

Can I set it up so if someone has the file open, no one else can open the
file untill it's available, or have a warning of some kind come up?

Or any other suggestions?

This is normal behavior for files stored in Exchange public folders, which have no real document management features. If you just want the file to be locked, put it on a network drive instead. If you want document check-in/check-out and other doc management features, consider moving the files to SharePoint or another platform designed for multi-user document editing.
