problems with copy and paste in Publisher

I used to be able to copy from one Publisher file and paste in another, i.e.
I would set two files, side-by-side and copy and paste between them.

Now, I cannot do it. It will copy and paste only the boxes, not text or
graphics

Plenty of memory is available, the clipboard is empty, and Publisher is the
only application available.
