Problems with SRA after restoring

We are experiencing problems when publishing projects after restoring Project
Server databases in a test environment. The projects can not be published
because the SRA message can not be updated (message id 177).
We tried workarounds like saving the project as a XLS file and then
importing and changing the publish status of tasks and publishing, but they
did not worked because it is not a corruption of a project but a problem with
every project of the platform.
Please, can any one help us with this issue or forward us to information
about the SRA?
