Can I have a one 'or' another resource assigned to a task
not one 'and' another.

When levelling an 'and' resources both resources must be available to
complete the task. What I’m try to do is either resource may complete the
task.

Either one may be able to complete but which one do you WANT to complete it?
Assigning resources is just that - sending Joe Resource to go to a certain
place at a certain time and do something specific. It should be your call,
not theirs.

Is this not what Resource Substition is capable of in MS-Project 2003
Enterprise version? In this case you group resources by skill levels and you
assign the group to the task, Poject then can find the "best" resource in the
group to do the task. I'm not sure how "best" is defined, or if it will
refresh as further assignments are made.
