Project capabilities and thought process

I have been trying to get project to do things that Im
not even sure is possible. Here is some examples of what
Im running into. Example 1 is like the problem that has
my head hurting......... Any help would be great

Example 1:

1 hammers and 2 carpenters
A carpenter cannot work with out a hammer.

Resources: Hammer, Carpenter1, and Carpenterp2
Task: Building 1 with resources Carpenter 1 and Hammer
work 30 hr
Building 2 with resources Carpenter 2 and Hammer
work 30 hr

I cant get project to know that 2 resources need to work
together as "one" resource for this example the Building
1 task (30hr) with 1 carpenters w/ 1 hammers should
really take 30 hrs but project makes it only take 15hr to
complete because it thinks that both of these resources
working independently. Because project does not look at
the resources working together it can schedule the hammer
to work the first 15 hours on building 1 and have the
carpenter 1 work the remaining 15 hrs by themselves so
the hammer can move to building 2. Is there a way to
make resource non-human but not a material resource???

Example 2:
Manufacturing machine needs to have a certain number of
workers on it to be able to run. Machine 1 needs 3 people
Machine 2 needs 2 people
Machine 3 needs 2 people

Only 6 people show up for work. Can project figure out
that Machine 1 and only machine 2 or 3 can run with one
worker needing to go home, not Machine 2 and Machine 3
running making 2 people go home?

Hi,

Example 1: Yes. in Resource Leveling, deselect "Leveling can adjust
individual assignments on a task"

Example 2: No. Leveling will schedule tasks in order of priority ignoring
other "optimisation" criteria such as unemployment, geographic location of
the tasks, minimal througput time, etcetera.
Hopw would you formulate your very own optimisation criterion in a software?
