project should let me change the default start finish times in ca.

It is confusing to have default working hours that have no meaning for my
workplace.
To have everyday set to "non-default working" just to alter the start time
to 9:00am is too messy and confusing.
Please let us change what is considered to be the "Default" working day. ie
add a "Change Default" button to Tools | Change Working Time....

MSP does have the function you want
Tools>Change working time, then click "Option..."
or
Tools>Options, then click "Calendar" tab

after you have made you change, click "set as default"

That does not change the default hours in the working time calendar at all.
I know it seems like it says it does but in fact it does not do anything
remotely like that. Surprisingly, nothing on the "Options" page changes
anything in any calendar at all - what it really does is set *task* default
start times and some conversion factors for duration units!

There is no way to change the defaults from 0800-1200 and 1300-1700 to
anything else, those hours are hard coded. You can set your work hours to
anything you wish and you can make any calendar you wish the standard
calendar for new projects but anything besides 0800-1200 and 1300-1700 M-F
are going to be be "non-default" working hours.

You would be well served by studying up on the discussion at the link in
Mike's messages.

the "Option" does have no use to task duration, and what you see in "Change
working time...". But when you assign resource and works to the task, it will
be scheduled according to your settings in the "Option".

I have made a test.
even without assign resources, MSP schedules correct.
I set work time 9am-12 pm/1pm -5pm, 7 hours a day, the gantt bar start 9am,
end 5pm.
but the shaded nonworking hours in timescale does not show correctly. It
still show 8am-12pm/1pm-5pm as working hour.

Anyway the calculation and the bar is correct.

You are right.
I've made a mistake. It works only when I use date constraints.
