For any Folder you want to copy:
Edit > Select All > Copy to Folder...

I dont have Outlook 2003 and I wonder if you cant EXPORT
the 2003 .pst file to a .csv file format using the export
function in 2003 and then import the .csv file down using
Outlook 2000 back into the .pst format again.
I sure wouldn't try it. Just exporting to a PST loses or corrupts enough
data as it is. The opportunity to lose or corrupt data trying to export an
entire PST to CSV and back is great indeed.
