Public Folder Issue

I have a user that cannot view any Public folders from Outlook 2000. The
rights are set to allow this user full access to various folders, the user
can see the folder but no contents are avaliable. If I use Outlook Web
Access, this is not an issue and the right to the Public Folders work. What
am I missing?
