Publisher 2003 file truncates in Outlook 2007

Does anyone know why when sending a Publisher 2003 file as an email the
file is only partially displyed for recipients with Outlook 2007, but
reads fine with Outlook 2003? Even more importantly, does anyone have
a workaround?

Outlook 2003 used the IE html engine, and Outlook 2007 uses the Word html
engine and a lot more built-in security. Here is a reference supplied by
Rob:

If you insist on sending as a message, then you will need to redesign your
publication and test using Outlook 2007 until it renders in the way you
want.

To get the most consistent results, send as a PDF, and as an attachment.
