Publisher not retaining tab information

Client who sends me Publisher files reports that she sets tabs for text
within a text box, but every time she reopens the file the tabs have reverted
to default values. Not sure which version of Publisher is being used.

Custom tabs that you previously set in Publisher 2000 are not saved when you
save a publication in Publisher 2002 or in Publisher 2003

I don't think this is the issue as client says she has been using Publisher
2003 for some time.
