Publisher won't "save as" nor will it insert picture. Help?

I installed MS Office on a new computer. The Publisher program won't allow me
to save as nor will it allow me to insert pictures. When I try to do so, the
program stalls and I have to end the task. I tried using my old MS Publisher
2003 disk to reinstall but the problem remains. Any suggestions?
