PUBLISHER WON'T SAVE MY WEB SITE

Hi.. I can't and no computer literate person I know who has tried to help me
can get publisher to 'Save' and publish my finished web site. I get the
message 'Check URL or network connection'... Both those are fine. We
dismantled the firewall at one point (didn't help) but would that cause a
problem?
Please help...it has been over 5 months of trying everything to get my
site to publish! Thanks in advance for your assistance!
